How can I add users to my sandbox or production accounts?

Click on your name in the upper right and choose Settings from the dropdown menu, then proceed to the Team tab. Click on the "Invite user" button, and input the email address of the person you wish to invite.

This option is only available to users with Team Manager-level permissions.
